This is while despite of high turnover and the importance extent of using of standard materials in ensuring construction quality, a low percentage of construction consumable materials in the country is standard and the authorities don’t have an effective supervision in observing the quality codes by producers and distributors of these materials. Constructions making quality’s requirements include using of standard construction materials as well as other performance things such as the presence of competent presenters and skilled experts in the construction process. A problem that have not appropriate conditions because of lack of effective supervision in the production and distribution of materials trend and also absence of workshop experts in order to right choosing of materials in the consumption time and it causes accidents and cause low construction life time. This is while according to Note 1 of Article 34 of construction engineering and control organization’s Act in 1995, all of manufacturers, importers and distributors of construction materials are obliged to implement standards. Although in our country the National Standard Organization is responsible for compilation of regulations related to materials’ standard and supervising on how they observe, also the research center of Ministry of Roads and Urban Development has the possibility of issuance of technical certification for construction materials’ productions due to climatic conditions and local construction needs in the country, but this ministry and its research center doesn’t have a role in supervising in the ways of production and distribution of these kinds of materials. Hence and as for pre mentioned difficulties, the officials of Ministry of Roads and Urban Development proposed this organization’s responsibility transferring plan in relation to applying control on observing standards of materials production to Ministry of Roads and Urban Development to council members due to many productions and the high number of construction materials factories and National Standard Organization’s control limit in the institute of standards’ meeting that was held on Monday, May 2, 2016.
In accordance with the proposing of transferring the provision responsibility on construction materials production, drafting of this document is considered as an action from the Ministry of Roads and Urban Development that if it is approved by Institute of Standards, along with other preparations such as reforming of administrative systems of construction control that believes that the responsibility of administrative operations is exclusive to competent contractors, provides further enhancing of country’s constructions quality. In the standard construction materials using necessity, it is noteworthy that in addition to providing necessary strength of the structure against forces like earthquake, using of right materials has important effect on optimizing of energy usage in operation time and decreases significantly the reparation and maintenance costs. Also using of these materials at the accident occurrence time such as fire or explosion cause to prevent of spread the casualties.
